Cadbury, the British confectionery giant, is the latest victim of a tainted milk scandal that has left at least four babies dead in China and the company has withdrawn 11 chocolate products made in Beijing.
The company said that tests on items from Cadbury Eclairs and bulk packets of Dairy Milk had raised concerns and the sweets sold in mainland China, Taiwan, Hong Kong and Australia had been recalled as a precautionary step.
Cadbury Asia Pacific said: ‘We have received results that cast doubt on the integrity of a range of our products manufactured in China.”
Other items possibly affected are dark and milk chocolate, hazelnut and praline chocolate, dark Chocettes and products made especially for the Chinese New Year which falls in February. Only the Cadbury Eclair line was sold in Australia, but an array of the company’s chocolates are available widely in Chinese cities.
The Hong Kong government said that their laboratories would check the products for melamine. A spokesman for Cadbury in London said: “The withdrawal is due to concern about the possibility of melamine contamination in our chocolate.”
The scandal has widened rapidly across the world since Fonterra, the New Zealand partner of the Chinese dairy producer Sanlu Group, prompted its Government to blow the whistle on an attempted cover up of the tainted milk.
An estimated 53,000 children across China have fallen ill after being fed Sanlu milk powder and 13,000 have been treated in hospital for kidney stones and other kidney and organ problems after drinking formula laced with melamine.
The melamine was mixed into diluted milk at collecting stations in an attempt to boost the protein levels and to bamboozle tests since melamine — used in the manufacture of plastics and glue — contains high levels of nitrogen that shows up as a protein.
More than 800 police raided 41 sites around the Hebei provincial capital of Shijiazhuang, arresting 22 people in a network engaged in selling melamine, state media said today. Police seized more than 222 kg (488 pounds) of melamine. The Xinhua news agency said: “According to police investigation, melamine was produced in underground plants and then sold to breeding farms and purchasing stations.”
It was not clear if these arrests were in addition to 18 reported since the scandal broke in early September. Officials have also dismissed and detained the head of the Sanlu Group, which Fonterra has said may never be able to revive its brand.
Chinese reporters have discovered that Sanlu knew about the problems with its baby formula months ago but at first tried to avoid a recall. Then the state-run media avoided reporting the story in line with strict rules issued by China’s censors on preventing bad news emerging during the Beijing Olympics in August.
Last week, Cadbury said three factories from which it sources its dairy ingredient supplies in China had been tested by the Government and no melamine had been found.
However, a growing list of Chinese milk and milk-related products have been removed from shelves around the world in recent weeks as the scandal has spread. Several countries in Africa and Asia that distributed Sanlu formula — once one of China’s premier brands — have halted imports.
Last week, Tesco removed China’s iconic White Rabbit milk sweet from shelves in Britain and within days the Shanghai-based manufacturer founded in 1943 said that it was halting production, at least temporarily, while checks were made.
Among other Western food groups with operations in China, the world’s biggest, Nestlé, and France’s Danone have said that all their products have been cleared by the Chinese authorities. Unilever said that all its milk powder for its Chinese Walls ice cream operation was sourced outside China.

I need to use powdered milk in my bread making machine.
Having heard the news, I looked on the milk container to check if it was produced in China. The information reads
"produced for Wm Morrison Supermarkets PLC, WF2 OXF.
Legislation, should make a Company, state the country of origin.
Barbara, Hereford , UK
actually most of the chinese people know that there is something WRONG with our domestic food industry . but most of us have no choice , we have to eat them. people know that the gov. officials esp the higher ones eat special clean green foods everyday prepared for them. they R our servants! LOL
silverbread, nanjing, china
the poor chinese people have no choice , esp. in the countryside ,they have to buy the tained milk powder because of the price. the imported milk products are so expensive for them to afford. and this scandal is all the fault of the government, all chinede people know it but no one can speak out
silverbread, nanjing, china
I think there is a difference between BSE, an unfortunate, biological occurance (much the same as bird-flu) and physically ADDING a known, dangerous product to short-cut quality inspections.
Shaun Butler, Stafford,
it's not only about the contamination, it's also about why it took so long to report and why it has to be NZ government to tip off? If NZ company didn't report to NZ government then the babies in China will still be feeding on the tainted milk although it's known to the Chinese officials!
Tara, Prague, Czech
Can NONE of you read???
"The company said that tests on items from Cadbury Eclairs and bulk packets of Dairy Milk had raised concerns and the sweets sold in mainland China, Taiwan, Hong Kong and Australia had been recalled as a precautionary step."
Next time... read twice, think, then write!

what about Mad Cow deseas from USA Beef imported to KOREA and CHINA ?
mao tao, shanghai, china
Why is Cadbury's chocolate being made in China? That country has no clue about cleanliness, and how many stories do we hear about unscrupulous businessmen tainting food because of their greed. Isn't there enough milk in England? Aren't there enough workers in England? It's unbelievable!
Pat Liberty, Citrus Heights, USA
I think some people are missing the point - the story says it's cadbury products in China that are made with Chinese milk not ALL Cadbury chocolate. UK Cadbury is made with UK milk so no issue. I'm off to eat a Crunchie.
alex, crouch end, uk
I used to buy UK and France made milk powder and any products for my kids because I thought it worth to pay much for better and safer ...
Never mind , I only buy romanian products now , from my country , which is waaay better than buying anglo-chinese stuff .
Coman Alex, Medgidia, Romania
Made in the UK is great but where did the ingredients come from?
John, Bewdley, UK
People are replying as if Cadbury is selling chocolate made in China in the UK. No - it is sold in the Pacific region, close to where produced. The Chinese sweet sold in Tesco is "White Rabbit". So you're going to stop shopping at Tesco because they sell foreign products? Shame on you instead!
Alex, London,
Hey Michael Durham, maybe because of all the garbage promulgated in the West about China, it coud be that you aren't so welcome any more.
Has everyone conveniently forgotten the BSE scandal?? These things happen and there's a price to pay. It's currently being paid. We're no worse than the rest.
Pu Li, Guangxi, PRC
In Japan, the Cadbury's products say they are made in NZ.
Phil, Tokyo,
The drive for 'multiculturalism' and the Euro legislation which forces us to accept the 'equality' of peoples and cultures has left us with no way to make comparative judgements between that which is good and that which is bad. Huge corruption in Asia and Africa has always led to death, now its here
Dr Johnson, London, UK
Chris, Derby, You should know that if all products made in or containing ingredients from China were removed from the shops in Britain and elsewhere, there would be almost nothing left on the shelves to buy. Whilst food and product safety regulations are in place here, they ARE NOT ENFORCED. Beware
Chris, Somewhere, China
'Made in England/Ireland/Scotland/Wales'' (delete as appropriate) or 'Produced in the UK' sounds goods to me - as long as it is true.
Howard, London, UK
Maybe for reasons of globalisation or to hide the use of cheap labour, there is a growing number of products that do not have any label indicating the country of manufacture. Labels stating 'Packed and Produced for XYZ stores' are virtually meaningless and Packed in the UK is only half the story.
Howard, London, UK
Clearly Cadbury products cannot be trusted. In their drive to try and cut costs, they are going to pay the ultimate price. A price way above what they would have paid if they had chosen to manufacture their products in countries with stricter controls. I will never buy their products again.
Grant, Minusio, Switzerland
Why on earth do we have to import any type of chocolate or sweets from China when we are more than equipped to make them in the UK. No wonder the country is in the state it is.
pat aplin, Dorchester, England
When you buy Cadbury chocolate you do not think of it being made in China. It should be more clearly labeled.
Johnny Norfolk, Mileham Norfolk, England
Are we not learning anything from this financial crisis. Our manufacturing processes are being moved to China which makes our money go there and now people in the UK can no longer afford to live.
Milk is abundant in the UK, why buy from China ?
I despair at the short term profit taking.
joe, Edinburgh, Scotland
I am flabbergasted that companies of this magnitude do not have a sophisticated quality control system in place which should detect these contaminations through regular monitoring. One would have thought that Cadbury would have learned a lesson after the dripping pipe episode.
Stephen, Bremen,
check the clothes your wearing and the foreign food u eat.....without food diversity the world would be a boring place. i like the fact tesco and other supermarkets sell foreign produced items. if you dont like it the only way your going to garentee uk grown n made products is to do it yourself..
bec, manchester,
Michael-These chocolates are unique to China. Should everything we eat be homegrown? I prefer diversification and different products from around the world to be on sale. That's the way we learn a little bit more about different countries and cultures. England has replaced culture with ignorance.
Alex, London,
The Complex Milk Monopoly in the UK takes some beating.
Go on with this nonsense and there will be a complex milk monopoly worldwide with the retail complex monopoly traders just changing countries every time the producers raise their heads over a hiding to nothing. My kitchen stocks powdered milk
Gareth Hywell, Southampton, UK
I quite agree with MA of Exeter. Is it too much to ask Tesco to source their milk products from UK???
For goodness sake - is their nothing Tesco wont do in the pursuit of profit. I will not be shopping at Tesco any more.
Why dont we all move to bloody China.
michael durham, London N22, England
This ongoing scandal is quite dreadful. Would consumers perhaps have been better advised to buy foodstuffs produced wholly within the EU, where we are given to believe extremely high standards prevail?. Continental chocolate, for examply, is invariably of excellent quality.
Germaine Beastheart, Somerton, UK
I wasn't aware that any of Cadbury's products sold in the UK were made in China. What's wrong with British workers and British milk? Now that I know, I'll stop buying them.
Chris, Derby,
Why on earth are Tesco selling chocolate made in china! What about the food milesand arent enough sweets etc made in this country? They should be ashamed of themselves.
Michael Adams , Exeter , England
